The New Mexico Joint Organization on Education in Emergency Medical Services (NM JOE) is authorized by the EMS Act.

Mission: The organization is committed to producing competent EMS providers in the state of New Mexico through quality education and collaboration with key stakeholders. Based on values of Compassion, Accountability, Integrity, and Innovation.

Vision: To become the national benchmark for EMS education.

The purpose of this Organization, as defined in the EMS Act, is as follows:

1. to develop minimum curricula content for approved emergency medical service training programs;
2. to establish minimum standards for approved emergency medical service training programs;
3. to review and approve the applications of organizations seeking to become approved emergency medical service training programs; and
4. to develop minimum qualifications for and maintain a list of instructors for each or the approved emergency medical service training programs;
5. to develop processes, consistent with NM EMS administrative code, to evaluate and approve students from out-of-state EMS training institutions wishing to conduct their clinical rotations, field experiences or internship in New Mexico.

The JOE defines purposes of this Organization as:

1. to assure EMS curricula (defined as courses which result in initial licensure and out-of-state transition courses) align with state and national required testing standards and the New Mexico scope of practice;
2. to improve access to EMS training through collaborative efforts with the EMS Regional Offices;
3. to advise the EMS Bureau on matters of EMS training and regulations;
4. to establish minimum qualifications for EMS Instructor/Coordinator (IC) credentials and minimum requirements for instructor renewal;
